Organization and Management
The organization of PEP’s Major Participants, shown has been structured to provide the highest level of service and expertise across all disciplines. This proven, deliberate approach to project organization has been used on more than 80 PP3 projects to date.
The PEP Equity Members' proven approach to driving this collaboration and integration among large, multi-disciplinary teams is to understand the assets in which they invest from a detailed technical standpoint. Equity Members Plenary and EDC have in-house personnel with finance, design, construction, and FM/lifecycle expertise to actively manage every aspect of the Project.
The incredible amount of historical collaboration and successful track record that MCN, PEA and RMc have with each other building K-12 educational facilities is only strengthened by the North American PPP experience Plenary, EDC, Phoenix, EDFS and USF offer. This experience has informed PEP’s approach to this Project, resulting in world-class school designs, offered by a very local team, at an affordable price.
Service Philosophy
PEP’s approach to life cycle maintenance centers on bringing the right Services Provider partners together, not only with highly relevant experience and capabilities to deliver compliant Services, but also diverse and community-based firms who are part of the Schools’ local communities with a vested interest in the positive impact that well-maintained educational facilities will have for Prince George’s County residents.
PEP’s whole-life approach to life cycle maintenance considers long-term operational implications alongside design and construction factors. The Services Provider partners, EDFS, USF and JLT, have been collaborating with the design and construction team from the outset of the Project’s design. This integrated process focuses our team on making decisions that provide best whole-life benefit for the Project.
PEP’s operating philosophy is to develop a collaborative partnership with PGCPS and School users throughout the duration of the Project. We will accomplish this through the Services Period by way of safe and efficient delivery of compliant Services, including management and maintenance of the Schools and their Maintained Elements, with minimal disruption to educational activities.
MBE/CBB Participation
Reflecting and investing in the local community is integral to the culture of PEP. Importantly, PEP's Equity Members bring a proven track record of creating and maximizing opportunities for local, small, minority and woman-owned businesses throughout all phases of a project. Equity member, Phoenix Infrastructure Advisory and Investment, is a Black and Latino owned firm founded and based in Washington DC and one of the few MBE infrastructure investors and developers in the United States. Phoenix's core investment strategies include an emphasis on Environmental, Social and Governance (ESG) that is reflected in the PEP management model included in the integration of MBE and CBB certified subcontractors during the design-build and service periods.
